If this is occurring in Windows 11, a fix is available through the following steps:
Step 1: Verify if the issue is the result of an HDR conflict
Navigate to Settings >System > System > Display >Windows > Windows HD Color settings.
If Use HDR is turned on, turn it off and check if the issue with Fences still occurs.

Turn HDR back on
