Side note/workaround for context: If a planet has a resource deposit on its surface—like a Techapod Hive, Xanthium, Harmony Crystals, etc.—you can add a governor and rush construction of the relevant farm or mine extractor and then immediately fire the governor from the Governors screen. Only do this with the same governor each time, because firing a leader reduces that leader's loyalty. And never leave that disloyal leader on the planet during the AI turns. Basically you should be doing this within the space of your turn.
